Massachusetts: Federal OSHA for private employers, DLS for public

Massachusetts is one of six OSHA-approved state plans where the state plan covers state and municipal employees only. Private-sector Massachusetts employers are under Federal OSHA — the SafeGora registry records a federal software route and retains MA physical-state context. The DLS (Department of Labor Standards, within the Executive Office of Labor and Workforce Development) handles public-sector enforcement under 454 CMR 25.00; SafeGora's public-sector substrate for Massachusetts is on the roadmap but not in this launch. Pack carries the 201 CMR 17.00 + M.G.L. c. 93H/93I privacy/security overlay (WISP elements, encryption, breach notice, destruction) for private-sector establishments handling personal information of MA residents. Federal OSHA ITA support is not indicated by a capability-level public snapshot decision for this state. Onboarding selectability and a federal software route do not establish ITA readiness or live electronic filing.

How SafeGora handles Massachusetts

  1. Software routing context

The registry records a Federal OSHA software route and preserves the physical state. This does not change the applicable regulator or establish filing readiness.

  2. Source context

The pack identifies federal source material. Authored sources do not establish that AI or written-program capabilities are ready. Chat answers use the workspace's headquarters jurisdiction, not each work site. State-specific depth varies; federal citations are the fallback.

  3. Workspace setup

You can choose Massachusetts when you create a workspace.

What is state-specific

  • Federal software routing metadata; ITA readiness is assessed separately
  • DLS recognized as the public-sector authority (deferred)
  • Federal recordkeeping (29 CFR Part 1904) for private establishments
  • 201 CMR 17.00 + M.G.L. c. 93H privacy/security overlay context

Readiness

What is ready today

Marks below come from the pack-registry public launch snapshot embedded at build time. They are not a live control-plane certification check. Onboarding selectability does not establish individual capability readiness. Not indicated means the snapshot supplies no ready decision for that capability; it does not state a legal exemption.

Public-sector employer support for Massachusetts (state and municipal workforces under DLS) is a separate certification-gated roadmap item. Federal OSHA ITA support is not indicated by a capability-level public snapshot decision for this state. Onboarding selectability and a federal software route do not establish ITA readiness or live electronic filing.
